Old crimes are subject to new laws, professional firms and financial institutions are subject to criminal sanctions and regulatory review as never before. Yet the individual client has virtually no say over what various national governments and their competing departments are doing to their rights and liberties in their name. Where is the Pan-Am bomber?

The following excerpt is from today's Times of London.

"The Lockerbie bomber restored communications with his Scottish monitors today, but not before some serious questions were raised about the arrangements for keeping watch on a man convicted of killing 270 people."

Where is he? Is he at home? In hospital? Shouldn't he be dead by now?
